Victoria A. Farias

Victoria Farias serves as the CEO for Rio Grande Valley Health Alliance (RGVHA). She has worked with the organization since its inception in 2012. In this role, she provides leadership and strategic direction within the evolving accountable healthcare environment and ongoing administration and management for all aspects of the ACO. RGVHA has earned success in cost and quality, year after year and recently achieved the highest savings percentage amongst Texas ACOs. Ms. Farias strongly supports the expansion and creation of physician-led ACOs and has stood at the forefront of risk-bearing value-based models.


Dr. Mario Anzaldua

Mario Anzaldua, MD, practices primary care as a Family Practitioner in Mission, Texas.   A Diplomate of the American Academy of Family Physicians, he attended Stanford University earning his Bachelor’s degree in Human Biology.  He then went on to the University of Texas Health Science Center at San Antonio and received his Medical Degree. After graduation, he completed his Residency in Family Medicine at McAllen Medical Center.

Dr. Anzaldua has held several state and community positions including Chairman of the Board, Texas Board of Health, the Citizen’s Committee Property Tax Reform, Texas Medicaid Pharmacy and Therapeutics Committee, Advisor on Scientific Exhibits McAllen International Museum, and served as President of the Hidalgo-Starr Medical Society.


Dr. Luis Delgado, Jr.

Dr. Delgado has served the Rio Grande Valley community since 1990. As President of the Rio Grande Valley Health Alliance and a member of other health organizations, he has played a leadership role in improving our healthcare system and most importantly, the quality of patient lives.

His dedication began at the University of Michigan in Ann Arbor where he received a Bachelors of Arts in Psychology in 1978. After graduation, he served in the US Army until 1981 resigning his commission as Captain. He went on to the University Health Science Center at San Antonio and received his Doctorate of Medicine in 1987. Dr. Delgado completed his Family Practice Residency from the University of Texas Health Science Center at San Antonio in June of 1990.

In July of 1990, he opened his private family practice, Northside Family Medical Center, in McAllen, Texas. In 2010, he expanded to eastern Hidalgo County opening the Elsa Family Medical Clinic in Elsa, Texas.

Dr. Delgado is a member of the Hidalgo Starr Counties Medical Society, Texas Medical Association, and American and Texas Academies of Family Physicians. He also sits on the Board of Doctors Hospital at Renaissance and Cornerstone Regional Hospital in Edinburg, Texas.
